Monitoring and Evaluation (M&E) is a process that helps improve performance and achieve results. M&E is about collecting, storing, analyzing and finally transforming data into strategic information so it can be used to make informed decisions for programme management and improvement, policy formulation, and advocacy. It is an essential component of any intervention, project, or program.

Insight2Lead serves on the Presidency’s panel of approved Monitoring and Evaluation (M&E) experts in South Africa. This allows us to provide M&E services to government departments as well as state agencies.

Design Evaluation looks at whether the building blocks necessary to formulate and design a policy have been put in place, and that the policy is coherent with regard to what it intends to do and how it intends to do it. The underlying Theory of Change is a special focus of the Design Evaluation.

Implementation Evaluation examines whether the Policy has been implemented in accordance with the original Policy Design.

Outcomes Evaluation looks at whether desired outcomes have been achieved by the Policy.

Impact Evaluation occurs after several years (and at times decades) of Policy implementation, and looks at how Society in general has benefitted from the implementation of the Policy
